Severity 16 Description:
Indicates general errors that can be corrected by the user.
Identifying SQL Server Error Log File used by SQL Server Database Engine can be done by reading SQL Server Error Logs. DBA can execute the XP_READERRORLOG extended stored procedure to read the SQL Server Error Log and search for its location used by the instance of SQL Server.

What account did you make the instance’s administrator when you installed SQL server? Normally, you are asked if you want to make a certain user or group sysadmin; however, SQL Express adds the local administrators group automatically.
If you can’t get in as sysadmin, I believe it defaults to the user you used to run setup, so if it’s different from the account you’re signing in with now, use that one; otherwise, if you can’t get in as sysadmin, follow this procedure:
